Report Highlights: 

On October 14, 2014, the Eurasian Economic Commission (EEC) published amendments to the list of commodities subject to tariff rate quota (TRQ) regulations in 2014 and the volumes of the tariff-rate quotas for imports of these goods into the Customs Union territory (i.e., Russia, Kazakhstan, and Belarus). In particular, the Decision doubled the pork and boneless poultry TRQ volumes for Belarus in 2014, to 40MT and 20MT, respectively. The EEC Decision shall enter into force 10 days from the date of its official publication (i.e., October 24, 2014).

General Information: 

On October 14, 2014, the Eurasian Economic Commission (EEC) published Decision 189, “On Amendments to the List of Goods, which are Subject to Tariff-Rate Quotas in 2014, and the Volume of Tariff-Rate Quotas for Imports of these Goods into the Member States of the Customs Union and Single Economic Space.” 

The Decision doubled pork and poultry TRQ volumes for Belarus in 2014. Specifically, the 2014 Belarusian TRQ for fresh, chilled, and frozen pork increased from 20MT to 40MT, while the TRQ for frozen deboned chicken meat rose from 10MT to 20MT. 

The EEC Minister for Trade, Andrey Slepnev, publicly stated that Belarus had requested to increase its TRQ volumes to compensate for lower production because of the detection of African swine fever in the country. 

The increased TRQ allocations for Belarus will enter into force 10 days from the date of the Decision’s official publication (i.e., October 24, 2014).

On Amendments to the List of Goods, which are Subject to Tariff-Rate Quotas in 2014, and the Volume of Tariff-Rate Quotas for Imports of these Goods into the Member States of the Customs Union and Single Economic Space

On the basis of the updated information presented by the Republic of Belarus on the production, consumption and imports of pork and frozen boneless chicken meat to the Republic of Belarus under the tariff-rate quota, the Collegium of the Eurasian Economic Commission has decided:

1. To amend the List of goods, which are subject to tariff-rate quotas in 2014, and the volume of tariff-rate quotas for the import of these goods into the Member States of the Customs Union and Single Economic Space, approved by decision of the Collegium of the Eurasian Economic Commission No. 242 of October 29, 2013, as follows:

a) for item “Pork, fresh, chilled, and frozen (CU HS 0203)” the figures “20.0” shall be replaced with the figures “40.0”;

b) for item “Meat and edible byproducts of poultry under heading 0105, fresh, chilled, or frozen (CU HS Code 0207) - total” the figures “10.9**” shall be replaced with the figures “20.9**”;

c) for item “Frozen deboned chicken meat (CU HS Code 0207 14 100 1)” the figures “10.0” shall be replaced with the figures “20.0”;

2. This decision shall enter into force 10 days from the date of its official publication.
